The conceptual intention of the Government district is to solve the project by two visually differentiated volumes, as well as the lower volume, which serves as a base, has a massive treatment that is integrated into the field through a set of terraces and Slopes. 

This volume mainly houses public service spaces, amenities, services and storage areas. The upper volume has a transparent treatment with a skin based on mullions that allows a thermal control of the building and emphasizes the views.
